After the 2022 floods, the NSW Reconstruction Authority (RA) is offering selected buyback homes for sale in the Northern Rivers. These homes are flood-affected and must be relocated within 12 months to land outside RA’s Priority 1, 2, and 3 flood zones. Purchasing one is very different from a standard property sale, so it’s important to understand the conveyancing and contract implications.

 

How the Sale Works

RA homes are sold through public auction managed by appointed real estate agents. Interested buyers must register with the agent before bidding. Successful bidders sign a sale contract and pay a deposit, as is typical for auctions. However, unlike conventional home sales, the contract includes obligations such as relocation, site remediation, and compliance with planning approvals. Purchasers do not acquire the land; RA retains ownership until the home is removed.

 

Costs, Risks, and Timing

Buyers of relocatable buyback homes should budget for transport, installation, asbestos removal, structural assessments, and planning approvals. By comparison, tiny houses also have setup costs, including council approvals, but generally offer more flexibility in timing and location. Relocation can cause roof or floor damage, adding risk and potential repair costs. The 12-month timeframe for RA homes can create extra pressure compared to standard property or tiny house purchases.

 

Inspections and Due Diligence

Purchasers can view these homes at scheduled open homes arranged by the appointed real estate agent. All visitors must comply with RA access rules. A building and pest inspection is strongly recommended, though it differs from standard inspections. Homes may contain hazardous materials or flood-related structural damage. Relocation adds further stress, so inspectors will assess whether the home can survive transport safely.
